Di investigative panel findings

Na on di 30th of September 2024 di minister bin set up one five pesin team to carry out investigation into di allegations of bribery and corruption within Nigerian Correctional Service (NCoS).

Di panel say dem use different method to carry out di investigation wey include; visits to di key correctional facilities; interviews wit correctional officers, inmates, and administrators; interviews wit alleged victims of di corrupt practices and oda interested parties (where possible); plus di review of documents, records and files.

Dem say dem no find any evidence wey suggest say Bobrisky sleep outside di prison during di period of im imprisonment wey be from 12 April to 5 August, wey be six months correctional sentence wit di usual 1/3 remission.

“During dis period, dem transfer am from Ikoyi prison to Medium Security prison Kirikiri on 12 April 2024, and on 22 April dem transfer am from di Medium Security prison go di Maximum-Security Custodial Center from where dem discharge am afta e complete im sentence on 5 August 2024.”

But di panel say di transfer of Bobrisky from medium prison to maximum prison as a first offender, violate section 16(4)(a) and (b) of di Nigerian Correctional Service 2019.

Dem also add say proper documentation no back up di transfer of Bobrisky from one prison to di oda.

“Di State Controllers of Corrections get di power by law to transfer inmate from one custodial center to anoda within di same state.

“But dem no do proper documentation of Okuneye Idris bifor dem transfer am from Ikoyi Custodial Centre to Medium Custodial Centre, and from Medium Custodial Center Kirikiri Apapa Lagos to di Maximum Custodial Centre Kirikiri Apapa.

“Dem later backdate di documents on 28 September go 12th of April and 22nd April respectively. Dis na violations of section 68 and 169 of di Nigerian Correctional Service Standing Order Custodial.” Di panel tok.

Di panel say e dey necessary to further investigate if di above privileges dem provide for Bobrisky bin dey financially motivated and if na based on corrupt practices by correctional officers.

For dis particular case, di panel say dem believe say Bobrisky physical look and im behaviour fit be reason why e get such privileges, as no laid down rules dey on how to handle such case.

Dem recommend di need to set up clear guidelines wey go tok how to handle dis kain case in di future.

“Steps suppose dey to take avoid di obvious discriminatory practices in relation to di socio-economic levels and oda status of inmates,” di panel add.
